Haven't seen any descriptive literature on how to know how deep the skive should be, the angle of the skive depending upon the seam and where it is needed, if there should be a step in it or tapered all the way back?
I do realize the value of having thinner leather to construct with but dont know the full information on this topic.

I think it's similar to deciding on your thread thickness in relation to stitch spacing. It really comes down to personal taste and experience, rather than a formula with hard numbers.
Essentially, there isn't going to be and clear numbers or information to work from, as what works on a wallet, doesn't work on a bag, and what works on one skin, may not work on another. This is probably why you haven't found anything on the subject. Even if you did, the information would likely be incorrect for the majority of projects.
The only way to find the answers you are looking for it to test and prototype parts for each individual project first. Then you can inspect your work and make adjustments based on construction and aesthetics. After a while, as you become more experienced, you will begin to get a feel for it and you may not need to prototype anything unless it is a complex part.
