Generally you will want to add them when you fold the leather at the turn over (lug end). Normally I like to use a 2mm brass rod, but with QR spring bars, this is the point where they get inserted.
So prior to installing and turning over your leather you need to make a small oval hole (known as a 'stadium' in geometry) so that the little bolt can poke through and move side to side. A tiny oval cutter can be made by carefully crushing a 2mm hole punch in a vice.
