I took some veg tanned leather to a shaving
machine at a local tannery after soaking it overnight in water......the machine was able to shave it but the grain side develops bumps filled with air(that's our assumption; they look like tiny boils) and i can't use it like that......please help with any advice or possible solutions....I left a few hides at the tannery to so I really need to know what's wrong before they try shaving it again.

I'm afraid the people to ask would be the people who did this at the tannery as this kind of thing should be their speciality.
If they don't know what went wrong, then I would be very reluctant to allow them another chance with more of your hides.
As you are using a finished leather, your best option to obtain the correct thickness is now a band knife splitter.
I have never heard of a hide being soaked and put through a shaving machine to obtain a specific thickness after final processing has been done.
As for the ruined hide, even if you could bring it back to something that looks half decent, there are areas where the air (probably water as it is not compressible under force) has de-laminated the grain, so I would not use it for anything outside of scrap or prototyping.
