Agreed! She was simply caught short. You might expect a little discretion on behalf of the authorities, especially as she was conscious of the need to have paperwork in order as the article would suggest and she clearly didn't try to pull a fast one - "Look, go over there, fill in that form, pay the clerk in that office and come back to me". Seems a lot less work too.
Doesn't really come as a surprise to anyone who might interact with said departments and others in that part of the world. It just seems to be the attitude that perpetuates.
